This is most likely the southwest corner of 4th and E St., looking west. The 1899 Sanborn map shows the Jewel Steam Laundry at that location. The first county offices were at this location, with the original county jail located in the white building in the center of the photo.
The Sanborn map notes the other buildings as (from left-to-right): dwelling, gun smith, print shop, and boarding house.
